Transparency

In an effort to be as transparent as possible, this section provides information on salaries and benefits for the Board of Directors and the General Manager as well as numerous Board-adopted policies relating to the governance and management of the Agency. Hours of Operation

SGPWA buildingThe Agency’s administration building at 1210 Beaumont Avenue in Beaumont is open Monday through Friday from 7:30 am to 4:30 pm. The office is officially closed from noon to 1:00 pm. The office is closed on legal holidays.

Regular Board meetings are held the first and third Monday of each month at 1:30 pm. Engineering workshops are held the second Monday of each month at 1:30 pm. Finance and Budget workshops are held the fourth Monday of each month at 1:30 pm. Board of Directors Compensation

Board members currently receive a stipend of $275.60 for each water-related meeting that they attend each month, up to a maximum of five meetings per month.  A water-related meeting is defined by Board Resolution 2008-03.  Thus, the maximum stipend in any month is $1378.00.  By law, elected officials may receive stipends for each meeting up to ten meetings per month.  Board members at SGPWA have never been paid for more than five meetings per month, as stipulated in Ordinance 7.  By Board Resolution 2013-04 the stipend amount can be increased in any given year no more than cost of living adjustments given to Agency staff in that year, up to a maximum of 5%.

Other Board of Directors Benefits

In addition to stipends, Board members receive two other benefits. Each Board member receives a budget of up to $5000 per year for education and travel that can be used to attend water-related conferences, tours, seminars, meetings, etc. Each Board member also receives a reimbursement of up to $2000 per year for medical expenses not otherwise covered by insurance or Medicare. The Board has adopted policies related to travel expenses and medical reimbursements. The policies clearly identify what expenses are and are not covered by these benefits.

General Manager Salary and Benefits

As of July 1, 2019 the General Manager’s salary is $201,405. Additionally, $71,839 was paid in 2018 for benefits such as health insurance, contributions for retirement, etc.  In addition, the General Manager is allowed four weeks paid vacation each year, twelve days paid sick leave each year, and five paid personal days off each year.  The General Manager also is allowed use of an agency vehicle and a cellular phone. The Agency pays for the General Manager’s professional memberships and dues.
