Transparency

In an effort to be as transparent as possible, this section provides information on salaries and benefits for the Board of Directors and the General Manager as well as numerous Board-adopted policies relating to the governance and management of the Agency. It also provides annual audited financial statements and budgeting data for the Agency.  Click on the link below to view board members and staff compensation data.

Public Documents

All public records of the SGPWA are available for review by the public in accordance with the California Public Records Act, Section 6250 and following of the Government Code section 6253.4, subdivision (a).

Hours of Operation

The Agency’s administration building at 1210 Beaumont Avenue in Beaumont is open Monday through Thursday from 8:00 a.m. to 5:00 p.m. | Friday from 8:00 a.m. to 4:30 p.m. The office is closed on legal holidays.

Regular Board meetings are held the second and forth Monday of each month at 1:30 p.m.  The Finance and Engineering workshop is held the third Monday of each month at 6:00 p.m.  Other Board meetings and workshops are held as needed; see San Gorgonio Pass Water Agency’s Calendar to view upcoming meeting dates and Agendas. 

In an effort to prevent the spread of COVID-19, and in accordance with the Governor’s Executive Order N-29-20, there will be no public location for attending meetings.  All meetings are currently being held virtually, until further notice.

Board of Directors Compensation

Board members currently receive a stipend of $292.09 for each meeting that they attend each month, up to a maximum of ten meetings per month.  A meeting is defined by Ordinance 17.  Thus, the maximum stipend in any month is $2,920.90.  By law, elected officials may receive stipends for each meeting up to ten meetings per month.  By Board Resolution 2013-04 the stipend amount can be increased in any given year no more than cost of living adjustments given to Agency staff in that year, up to a maximum of 5%.

Other Board of Directors Benefits

In addition to stipends, Board members receive two other benefits. Each Board member receives a budget of up to $5000 per year for education and travel that can be used to attend water-related conferences, tours, seminars, meetings, etc. Each Board member also receives reimbursement of up to $2000 per year for medical expenses not otherwise covered by insurance or Medicare. The Board has adopted policies related to travel expenses and medical reimbursements. The policies clearly identify what expenses are and are not covered by these benefits.

General Manager Salary and Benefits

Lance Eckhart, General Manager/Chief Hydrogeologist

Lance Eckhart is the General Manager for the San Gorgonio Pass Water Agency (SGPWA – State Water Contractor). Mr. Eckhart has worked in the public and private sectors during his 25 years of experience in Water Resources management. Prior to his employment at SGPWA, he worked at the Mojave Water Agency (State Water Contractor) as the Director of Basin Management and Resource Planning. Before public service, Mr. Eckhart worked as a consultant for various environmental firms around Southern California.
