David CastaldoAppointed in Lieu of Election, commencing December 2, 2016 and ending December 4, 2020.

David Castaldo was born in Chicago and moved to Yucaipa at age 14. The day after graduating from Yucaipa High School in 1979 he and his father started a propane delivery business that continues to presently operate in Beaumont. David married his wife Vandelina on Christmas Day in 1989. The couple has lived in the Beaumont area since 1998. They have raised two boys and have one grandson.

In 2004, Castaldo was appointed to a 4 year term to serve on the Beaumont City Planning Commission. It was during the 4 years as Planning Commissioner that Castaldo became aware and concerned about the water needs of the local residents. He learned that the local area was creating a deficit to the Beaumont water basin. Castaldo then became an advocate of proper water management and the need to better plan for water resource sustainability.

In 2010, Castaldo was elected to the Beaumont City Council. His primary goal of joining the council was to improve the tense relationship between the Beaumont Cherry Valley Water District (BCVWD) and the City. During the entire 4 years on the Beaumont City Council, Castaldo was the official liaison to BCVWD. He was also the City’s official representative to the Beaumont Cherry Valley Parks and Recreation District, and the Beaumont Unified School District.

For over 16 years David Castaldo has been a water sustainability advocate for our community. In 2016, Castaldo began serving a four-term as Director at Large for the San Gorgonio Pass Water Agency (representing nearly 100,000 water users). Starting in 2017 the board embarked on a new direction. The SGPWA secured new sources of water to offset the effects of the past multi-year drought. The SGPWA worked to bring in supplemental imported water to stabilize local groundwater levels and help make the region drought resilient. The board also constructed several recharge basins and obtained permission to store up to 10,000 acre-feet of water in the basin. The new recharge facilities along with the storage account will greatly soften the effects of the next drought.

As a small businessman for almost 42 years, Castaldo knows the importance of hands-on financial management with an emphasis on expense control. Like many people that Castaldo represents, he also owns property and knows the importance of keeping property tax rates under control.
