
Carl Workman was elected to the Board in November 2008 and as an at large director represents the entire Agency service area from Calimesa to Cabazon. He is the Chair of the Engineering Committee and serves on the Finance and Budget Committee.
He was born in Bell, California, and raised in Los Angeles and the San Gabriel Valley. He and his wife Diane have resided in Banning since 2004.
Carl has an AA Degree in Education. He spent much of his career in the water industry as a water treatment plant operator for the Metropolitan Water District of Southern California and the Three Valleys Municipal Water District in Claremont, where he was a superintendent of plant operations. Prior to his work in the water industry, he served in both the active military and in the reserves for a total of 20 years, working in civil engineering and in supervising water treatment plants. Carl has a Grade 5 water treatment plant operator certification from the State of California, Department of Public Health.
He was appointed in 2008 by Supervisor Marion Ashley to the Beaumont Cherry Valley Blue Ribbon Panel on Water Quality Issues. He is a member of the Banning Chamber of Commerce and has served on the City’s Economic Development Commission.
His term runs through November 2012.
